The Uttar Pradesh government has allowed the reopening of higher education institutes from November 23, and the classes will start with proper safety precautions by using masks and hand sanitizers, thermal scanning and social distancing. The detailed orders for each institution will be mentioned soon in the Standard Operating Procedures (SOPs).

Wearing identity cards for all students, including teachers and authorities, is compulsory. Classes will run in rotations with 50% of students every day, except for the weekends.

For central universities and centrally funded universities, the decision to reopen rests on the vice-chancellors, heads and the authorities of the respective institutions. The staff, students and teachers have been asked not to visit areas in containment zones as a safety measure.
